The general meeting consists of all members of the council, which is the organization to finalize the resolution, and is held by the attention of one third of the registered members. Except for special agendum, the general agendum are determined by majority attendance and majority consent.
Meeting of the council is publicly open. However, the meeting of the council may not be publicly open by the proposal of 3 members and the consent of two third of the attending members or the recognition of necessity for the public order.
A bill that fails to be resolved during a session but yet disposed may not be proposed or submitted again during a same session. However, if members' term is expired, it is not applicable.
