The first regular session is held during July each year.
(If the general election is held in a certain year, the first regular session is held on the first Tuesday of September of that year.)
The second regular session is held on December 1st each year.
(The term of each session is within 40 days, and if the above-mentioned date falls on a public holiday the session is held the next day. )
Extraordinary meeting
Sessions
The sessions can be called by the local government head or by not less than one third of the registered members and may last a maximum of 15 days.
(The number of days of the annual sessions, including both regular sessions and special sessions, shall not exceed 100 days.)

To Make deliberation and determination on the agenda under their jurisdiction as well as petitions
Convocation
When the council is in session : If requested by the head of the committee or by at least one third of the registered members
When the council is in recess: If requested by the vote at the plenary session; by the chairman or the head of local government; or by at least one third of the registered members

Functions
To be formed by resolution at a plenary session for the purpose of examining and looking into certain matters that are submitted for consideration
To be established as the preliminary review organizations for a plenary session when there is a need for an in-depth and specialized examination of certain agenda submitted for consideration at the plenary session
Examine certain agenda such as administrative inspection, investigation, budget and accounts
