Obligations of council members

Duty to put public interest first

A member of local council, the representatives of the citizen, should sincerely fulfil the duties, taking preference public interest than any other interest, and should take on the duty of integrity and maintain the elegance as a member.

Duty not to use one’s position

A member should not have any right, interest or position on properties or solicit for others' interest for the contract or disposition of self-government or public office with business by misusing the position.

Duty to comply with the prohibition of concurrent offices and trading

A member of local council may not hold other offices prohibited by the laws, and may not be a transferee or executor of any transaction relating to a local government or public body and/or facilities or properties.

Duty of maintaining integrity and dignity

A member of the local government council is obliged to maintain integrity and dignity worthy of his/her position.Therefore, a member of the local government council is not allowed to receive remuneration, presents or entertainment in any form, whether direct or indirect, for their service. This duty of maintaining dignity shall be fulfilled not only in one’s public life but also in his/her private life even if it is irrelevant to his/her job. Anyone who violates this duty will be subject to disciplinary action.

Duty of preserving order

A member of the local government council is obliged to preserve order in the plenary session and in committee sessions. Any member of the local government council who disrupts the order of meeting by speaking or acting in a way that violates the Local Autonomy Act or the rules of the sessions may be stopped by the chairman (or the head of the committee) or ordered to withdraw his/her statements, and if the council member refuses to follow orders he/she may be prohibited from making statements during the meeting for that day or could be subject to action of the council. In addition, a member of the local government council is not allowed to insult other people, make statements on other people’s private lives or interrupt other members while they are making statements during the sessions, and no one can come forward to the podium without the permission of the chairman or the head of the committee. Any member who violates this duty to preserve order will be subject to disciplinary action.
